Models for engaging the private sector in electricity provision in Yemen
March 2023
One of the main challenges facing electricity services in Yemen is the limited resources of the government and the public electricity institution to invest in rehabilitating and improving the infrastructure for generation, transmission, and distribution. The policy brief explores four possible models for private sector participation in distribution, with a focus on a concession approach as the preferred method in Yemen to address the electricity distribution problem. It discusses the required support from the government, regulatory frameworks between the public electricity institution and the concessionaire, as well as flexibility and readiness to undertake the experience.
